A look back at Kansas 2010 ballot measure a year later
Question 1 changed the constitution to allow the right to bear arms in the state of Kansas for lawful purposes. State Senator Mike Petersen and Tim Huelskamp were the sponsors of the proposal. The measure passed with 88.2% of voters voting 'yes'.
Question 2 eliminated mental illness as a voting disqualification. According to supporters of the amendment, a "mental illness" category was too general and affected as much as 25 percent of Kansas residents.
Proponents also argued that disqualifying those with mental illnesses violated the United States Constitution and other laws that prohibited discriminating the disabled. The Senate Judiciary Committee introduced the measure. It passed with 62.4% of the vote.
