Chris Fox, an independent candidate for mayor of Annapolis in the November elections, was a fan of the idea that Annapolis should switch to the city manager form of government.
Path to the ballot
To qualify the measure for the November 2009 ballot, supporters were required to obtain signatures from at least 20% of registered voters. In Annapolis, that amounted to about 5,000 signatures. Supporters failed to collect sufficient signatures.
