The Arizona Joint Legislative Budget Committee is one of two service agencies that serve the Arizona Legislature. The Joint Legislative Budget Committee is the fiscal analysis and research unit dedicated solely to fiscal issues in the Arizona Legislature.

Mission statement

The mission of the Arizona Joint Legislative Budget Committee is to provide the Arizona Legislature with sound research, analysis, forecasts and recommendations on government finances and public policies; and to provide the members with high quality work that is factual and delivered in a timely and professional manner, enabling the members to make informal public policy decisions that are in the best interests of the citizens of Arizona[1]

History

The Joint Legislative Budget Committee was formed in 1966 on an act of the Arizona Legislature. In 1979, the Arizona Legislature passed a law that expanded the Joint Legislative Budget Committee to its current size[2].

Governance

The Committee is chaired by 16 members of the Arizona Legislature. A full-time Director is hired to provide technical analysis and input to the 16 person committee[1].

Arizona budget

The Joint Legislative Budget Committee provides all technical support and analysis of the Arizona State Budget. This is done on an annual basis when a new state budget is deliberated every January[1].

Ballot propositions

The Joint Legislative Budget Committee provides all fiscal impact analysis for approved statewide ballot propositions in the State of Arizona[1].

Fiscal impact

Fiscal impact notes and analysis are provided by the Arizona Joint Legislative Budget Committee. This is done for all spending bills, tax-related legislation, and any ballot proposition that has a direct fiscal impact on the State of Arizona or any of its political subdivisions[1].
