Little Rock, Arkansas: The Arkansas Governor's Palace hosted a Turkish-Arkansas-Azerbaijani friendship reception on February 12. Azerbaijani and Turkish representatives met with Governor Mike Beebe, Secretary of State Mark Martin and Speaker of the House Davy Carter. Prior to the reception, the Azerbaijani and Turkish flags were raised outside the capitol. This reception came on the heels of House Resolution 1004 that "recogniz[ed] the many contributions made by citizens of the Republic of Azerbaijan and that it is in the best interest of the state of Arkansas to promote relationships with the Azerbaijani people." The resolution was a memorial to the victims of the Khojaly Massacre, and was sponsored in the Senate by Bryan King (R) and in the House by Jonathan Barnett (R) and Karen Hopper (R). The legislators presented symbolic copies of the resolution to Counselor of the Azerbaijani Embassy Fakhraddin Ismayilov.
