This measure sought to create a port district on the island as well as implement a levy at a rate of $.11 per $1,000 of assessed property value to support the district. This measure was brought to the ballot by a successful petition drive by residents, 1,394 signatures were needed and proponents collected 1,475. If created, the district would have managed the many harbors on the island as well as promote tourism and development.

The question on the ballot:
|The Kitsap County Board of Commissioners adopted Resolution No. 110-2011 concerning formation of the Port of Bainbridge Island. If approved, this proposition would form the Port of Bainbridge Island, with boundaries coextensive with those of the City of Bainbridge Island and governed by a five-member Port Commission with members elected at large. Should the Port of Bainbridge Island be formed?|
