J. Barry Stout was a Democratic member of the Pennsylvania State Senate from 1977 to 2010. Stout also served in the Pennsylvania House of Representatives from 1970 to 1976 and served as one of Pennsylvania's electors in the 1976 electoral college.

Stout graduated from Washington and Jefferson College with a Bachelor's in Economics in 1964 and attended Pittsburgh Institute of Mortuary Science. Stout is a former Funeral Director.

On February 4, 2010 Stout said that he will not seek re-election due to a recently fractured pelvis which makes it difficult to serve. His term will expire November 30, 2010.[1]
