In the second installment of Ballotpedia's in-depth look at each 2014 battleground district, we turn our attention to Illinois' 13th Congressional District's 2014 election.

The information below was compiled following the Illinois' candidate filing deadline. Please find all further updates on the 13th District's election page.

Current incumbent: Rodney Davis (R) was elected to the 13th District in 2012. Davis is a member of the National Republican Congressional Committee's Patriot Program. The program is designed to assist vulnerable Republican incumbents heading into the 2014 election.[4] He has also been listed by the House Majority PAC as a target in 2014.[5][6][7]

2012 MOV: Davis won the seat in 2012 with a margin of victory of 0.3% over David Gill (D). He won by 1,002 votes, while the Independent candidate in the race, John Hartman, secured 21,319 votes.

2014 candidates: Four Democratic candidates - Ann Callis, George Gollin, David Green and Bill Byrnes - are vying for the nomination. Callis is the former Chief judge of the Third Circuit of Illinois.[8][9] Davis faces a primary challenge from Michael Firsching and former Miss America Erika Harold.[10][11][12]

What made it a Ballotpedia battleground district?: The Cook PVI lists this race as virtually even and the Fairvote projections show the district as only slightly leaning Republican. Additionally, the district has become increasingly competitive in presidential elections. In 2008, Barack Obama won the district by 11%. In 2012, this flipped and Mitt Romney won the district by 0.3% over Obama.[13]

Polls: Davis has maintained a significant edge in polls of the race.

Outside spending: The League of Conservation Voters launched a nearly $2 million TV ad campaign on climate change on August 12, 2013, aimed at Davis and two other House Republicans -- Mike Coffman (R-CO) and Dan Benishek (R-MI).[14]

FEC: Davis leads in campaign contributions. As of the 2013 Year End report, Davis reported having over one million dollars in cash on hand, while Ann Callis had the second highest cash on hand amount, with a reported $517,129.[15][16] Republican challenger Erika Harold trails Davis with just $121,944 cash on hand.[17]
