Measure X authorized the creation of a special medical services district, called the Southern Cascade Emergency Medical District, in the small, unincorporated community of Big Valley. The district was designed to be responsible for ambulance services and other medical services in the district. Although voters approved the formation of the district, only 58.66 percent of voters said "yes" to the special parcel tax, Measure Y, required to fund the operation of the district. Measure Y, however, required a 2/3rds supermajority vote for approval, meaning the district has no revenue to operate or provide ambulance services in the district unless some sort of revenue stream is approved by voters in the future.
Dan Bouse, an advocate of the EMS district, announced that this would not be the last attempt to pass a parcel tax, saying, "I can only say right now that the Big Valley EMS working Group is not giving up. Two of the four precincts in Big Valley actually passed both measures by two-thirds. We still believe that a special district is the only long-term solution. We will see if we need to make adjustments to the proposed boundaries or tax structure and try it again."
