Bill Fleming was a 2013 Democratic candidate for District 82 of the Virginia House of Delegates.[1]


Fleming earned a B.S. and Ph.D. in Physics from North Carolina State University. He was the Vice President of MILCOM Systems Corporation until 2007. Fleming is currently a small business investor.[2]

Excerpt: "If at least some of the existing tax revenue was not being handed over to corporate special interests, there would be enough money to provide higher salaries to teachers while establishing a program that will weed out poor and ineffective teachers."

Excerpt: "The United States in general and Virginia in particular has made relatively little progress with the adoption of solar electricity production. Virginia should become a leader in the incorporation of solar energy production, not the laggard that it is right now."

Excerpt: "Currently over 75% of seafood consumed in the U.S. is imported. Clean creeks, rivers, and our Chesapeake Bay means thousands of additional jobs, millions of dollars in additional revenue, and a better Virginia for our future generations."

Excerpt: "I support the establishment of term limits for members of the Virginia House of Delegates and the Virginia State Senate. This should also be accompanied by a fair method by which leadership within the General Assembly is determined."

Excerpt: "I am against tolls on our roads, bridges, and tunnels. Tolls have been pushed on Virginians because the General Assembly has failed to address transportation funding for twenty-five years. Fleming ran in the 2013 election for Virginia House of Delegates District 82. Fleming ran unopposed in the June 11 Democratic primary. He was defeated by Bill R. DeSteph, Jr (R) in the general election on November 5, 2013.[4]

This Virginia Beach-area open seat rests on a Republican-heavy district held by the retiring Bob Purkey (R), but Democratic candidate Fleming, a physicist and a small business investor, was selected by Democracy for America as a good investment. Both candidates started the campaign as new to state legislative races, but Republican candidate Bill R. DeSteph, Jr was elected to the Virginia Beach City Council in 2006. This seat, though on the radar of possible switches and in a part of the state that is becoming increasingly favorable to Democrats, was likely to stay in Republican hands during the 2013 election cycle.[5][6][7]

Fleming has two children. He currently resides in Virginia Beach, Virginia.
