McManus is an accountant and attorney by trade and has worked at KPMG, Peat, Marwick, been a tax auditor, owned family restaurants and served as a senior manager for Fresh Point Produce.
McManus ran for North Carolina Commissioner of Agriculture in 2012. He lost to incumbent Steve Troxler in the Republican primary on May 8. Walter Smith and Scott Bryant ran for the Democratic nomination. The general election took place on November 6, 2012.

In an essay to the Charlotte Observer, McManus stated:
"I will make public health and safety my top priority. After the 2004 E. Coli outbreak at the State Fair, public safety should have been priority one. Then in 2011, we had more than 30 additional cases of E. Coli illness from the State Fair, and it was clear the incumbent Commissioner had to go."
He went on to say, "I am Pro-God, Pro-Family, Pro-Gun Owner, Pro-Tax Relief, and fully support the rights of property owners and our farmers."
