Two versions of a California "Stop Corporate Exploitation of Charter Schools" Initiative were approved for circulation in California as contenders for the November 4, 2014, ballot as an initiated state statute. Two versions of the initiative (#13-0056, #13-0057) were filed and all were approved for circulation. Neither was certified for the ballot.

Charter Schools. Public Records. Open Meetings. Conflicts of Interest. Initiative Statute.

Official summary:

"Requires charter schools and related entities to comply with state laws providing for public records upon request, providing for public access to meetings, and governing financial conflicts of interest. Requires public disclosures before charter school approval of certain contracts over $10,000. Prohibits for-profit operation of charter schools. Restricts charter school investment of public funds to government bonds and federally insured accounts."

"Costs to charter schools, of at least several million dollars annually statewide, to undertake additional legal, financial, and disclosure-related work.   • Supporters had 150 days from the date that the title and summary were issued to collect the required signatures.
  • Supporters had until July 7, 2014, to collect and submit the required number of signatures, as petition circulators are given 150 days to circulate petitions.
  • The Secretary of State’s suggested signature filing deadline for the November 4, 2014, ballot was April 18, 2014. This means that if supporters had submitted enough valid signatures by July 7 but after April 18, the measure could have been pushed back as far as the next statewide general election, in November 2016.
