Charles J. Otto is a Republican member of the Maryland House of Delegates, representing District 38A. He was first elected to the chamber in 2010. Beginning in the 2013 session, Otto serves as Deputy Minority Whip.


Otto earned his B.S. in Animal Science from Virginia Polytechnic Institute and State University in 1986. His professional experience includes working as a farmer on his family-owned farm, certified crop consultant and sales manager at Farmers and Planters Co. in Salisbury, Maryland.
