Four of these measures were approved, Collinsville defeated the measure.
These measures sought to allow authorities the ability to aggregate electricity in the areas so as to buy it in bulk and allow for lower rates for residents who want to participate in the program. The communities which had this issue on the ballot include the cities of Alton and Collinsville as well as the villages of Bethalto, Glen Carbon and Godfrey.
