The Colorado Civil Service for Water Conservation Board Director Amendment, also known as Measure 2, was on the November 2, 1954 ballot in Colorado as a legislatively-referred constitutional amendment, where it was defeated. The measure would have excluded the Director of the Water Conservation Board from civil service.[1]
