The Colorado Department Heads Exempt from Civil Service Amendment, also known as Measure 1, was on the November 3, 1970 ballot in Colorado as a legislatively-referred constitutional amendment, where it was approved. The measure exempted department heads from classified civil service.[1]

The language appeared on the ballot as:[1]

An amendment to section 22 of article IV of the constitution of the State of Colorado, exempting the heads of principal departments established pursuant thereto from the classified civil service of the state.[2]
