The Colorado Experimental Operations on Humans and Animals Act, also known as Measure 5, was on the November 7, 1922 ballot in Colorado as an initiated state statute, where it was defeated. The measure would have modified rules related to experimental operations "on humans beings and dumb animals."[1]
