The Colorado Merit System for Civil Service Amendment, also known as Measure 3, was on the November 6, 1956 ballot in Colorado as a legislatively-referred constitutional amendment, where it was defeated. The measure would have provided for the employment and tenure in the state classified civil service on the basis of merit and established a Civil Service Commission.[1]
