The Colorado Regulation of Healthcare Professionals Amendment, also known as Measure 1, was on the November 8, 1938 ballot in Colorado as an initiated constitutional amendment, where it was defeated. The measure would have given licensed practitioners of the healing arts the power to regulate their own professions and certain rights in tax supported health institutions.[1]
