This measure sought to amend the city charter so as to make it that the city Mayor would attend in all of the city council sessions as well as introduce measures to be voted on. Proponents of this measure noted that for a strong Mayor to exercise their power they should be able to attend all the council meetings and recommend legislation.

The question on the ballot:
|Shall the City Charter of the City of Colorado Springs be amended to provide that the Mayor may attend and take part in any session of City Council by amending City Charter Article IV, Specific Powers and Duties of the Mayor, section 4-40(h) to read: 'The Mayor shall have the right to attend and be heard at any meeting of Council and may recommend to the Council for adoption such measures as the Mayor may deem necessary or expedient'?|
