Elected vs. appointed
Only three states that have a statewide governmental controller position authorize the governor to appoint an individual to the office. The Alaska Comptroller, Colorado Controller and New Jersey Comptroller are elected by the governor, while the Tennessee Comptroller of the Treasury is elected by the General Assembly. The nine other states, California, Connecticut, Idaho, Illinois, Maryland, Nevada, New York, South Carolina and Texas, have opted to have public voters select the office holders.
