Issues

Campaign Committee Controversy

A divided House Democratic caucus voted to replace Rouson as the State House Minority Leader on September 23, 2013. Rouson lost the majority confidence of the caucus after forming a fundraising committee that only he could control a month earlier. Two staff members were fired as a result of the incident, referred to by the chairman of the Florida Republican Party as a "public civil war." In an interview with the Miami Herald, Rouson acknowledged that he should have informed more party members about the committee. Rouson said, "I maybe should have called in a few more members, that it might have been handled a little bit differently."[1]

Campaign themes

2008

Rouson did not provide answers to the Florida State Legislative Election 2008 Political Courage Test. The test informs voters how a candidate would vote on the issues if elected.[3]

Rouson's sponsored legislation includes:

  • HB 201 - "Drug Paraphernalia Sales Surtax: Provides for surtax on sales of specified drug paraphernalia; specifies uses of surtax proceeds."
  • HB 871 - "Retail-Theft Diversion Programs: Requires law enforcement officer who has probable cause to believe that defendant has committed retail theft to issue notice to appear in lieu of arresting him or her"
  • HB 899 - "Color Photographic or Digital Imaged Licenses: Authorizes DHSMV to release to law enforcement agency film reproductions or electronic digital images, including updated images, for inclusion in facial-recognition biometrics database; provides that images will continue to be exempt from public disclosure while contained in database."
