An effort to recall Daryl Dudley from his elected position on the Columbia City Council in Missouri was launched in October 2011 and abandoned shortly thereafter due to a lack of signatures.[1][2] As of 2011, Dudley represented Columbia's Fourth Ward. Dudley was elected to his position in April 2010 in a four-way race in which he won 36% of the vote.
Background
As of the 2010 Census, Columbia had a population of 108,500, and there were seven members of the Columbia City Council. In 1990, Chester Edwards, a Fifth Ward council representative, was recalled due to his position on a rezoning issue.[1]
Reasons for recall
Jeanette Jackson-Thompson of the Park Hill Improvement Association was a leader in the recall effort.[3] Recall organizers launched their effort due to discontent with Dudley's support for a reapportioned ward map that would have moved some neighborhoods that were in Dudley's ward into the First Ward. They saw his proposed ward map as an attempt to gerrymander progressive neighborhoods out of the Fourth Ward.[2] Dudley's plan was called Trial D. The city council voted to reject Trial D and instead approve a different ward map, Trial E. Dudley was the only council member to vote for Trial D.[2]
Path to the ballot
As of 2011, recall in Columbia was governed by the city's charter. At least 1,520 voters, or 30 percent of the 5,068 voters who cast ballots in the 2010 Fourth Ward council race, needed to sign the petition to force a recall election.[1] In late October, recall organizers said they were 691 signatures short and would be abandoning the recall campaign. Recall organizers said they felt they had achieved victory since Dudley's ward map was rejected.[2]
