He was spokesman for the Congressman Darrell Issa-backed Rescue California operation that ousted former Governor of California Gray Davis (D) and led to the eventual election of Arnold Schwarzenegger (R) in October, 2003.[1] Gilliard was the lead political consultant working to defeat California Proposition 52 (2002).

Mr. Gilliard grew up in the Sonoma region of Northern California. In 1988, he joined the law firm of Huckaby and Rodriguez, where he later became a partner in 1990.
