Dave Seman (b. 1959) was a 2014 Republican candidate for District 7 of the Maryland House of Delegates. He ran unsuccessfully for District 35A of the Maryland House of Delegates in 2010.

Taxes & the Economy

Over the past 8 years, 78 taxes or fees have been created or raised including:

  • The Rain Tax
  • The Gas Tax
  • The Income Tax
  • Tolls
  • Vehicle Registration
  • Fees for Birth & Death Certificates
  • The Flush Tax

During those eight year Maryland’s Budget has increased $7.7 billion. Our economy is headed in the wrong direction. Maryland has lost over 25,000 manufacturing jobs and over 31,000 Marylander taxpayers have fled the state in search of greener pastures. As a result, revenues have declined and Maryland’s budget includes a structural deficit. It is time to change course.

As your delegate, I will work to reform Maryland’s economic climate by supporting lower taxes, regulatory reform, and a responsible balanced budget that eliminates the structural deficit and decreases spending.

The current administration is proposing an increase to the state minimum wage (to $10.10 per hour). Marylanders are struggling with a recovering economy and we cannot afford to fall victims to the current administration’s political ambitions. The Maryland foundation for Research and Economic Education projects this increase would cause a job loss of over 11,000 jobs. This same study suggests that an increased minimum wage would reduce Maryland’s Regional Competitiveness and increase the price of consumer goods and services.

As your delegate, I will oppose policies that will negatively affect our fragile economy. Jobs are the key to a prosperous Maryland and risking jobs for political gain is irresponsible. I will work to provide Marylanders with well-paying jobs by improving Maryland Economy and Regional competitiveness.

Education

The O’Malley / Brown Administration claims that Maryland schools are the best in the nation; however, the National Assessment of Educational Progress (NAEP) ranks Maryland schools 31st in 8th Grade math achievement and 26th in 8th Grade reading. Between the State and local governments, we spend on average $13,000 per year per pupil. It is time for a new approach to K-12 education. We need to work on alternatives to our current failing system. Common Core is mistake. Education and Curriculum development belong in the hands of local boards of education, because “One-size-fits-all” solutions rarely work.

As your delegate, I will support alternative policies such as charter schools, vouchers, and school choice. We cannot rule out options that could improve the quality of our children’s education. I will work to return education to local control and stop Common Core.

Maryland’s Budget

Families across the state scrape and save to balance their budget and pay their bills. Our government should do likewise. With annual budget (spending) increases and decreased revenue, Maryland has a structural deficit. At a time when Marylanders are cutting their budget the state increased theirs. As you can see from the chart our state spending is out of control.

As your Delegate, I will work to flat fund the budget and cut waste and fraud. I will be a champion of a state government that is run like a business and as a small business owner, I will promote a leaner more efficient budget. Your Rights and Freedoms

As a Hunting Safety instructor for over 20 years, life member of the NRA and Maryland Rifle and Pistol Association, and sportsman, I will be an active voice in Annapolis, fighting for our 2nd Amendment rights. We desperately need representation with a full grasp of this complex policy arena.

During the 2013 Session, the Maryland General Assembly passed Firearms Safety Act of 2013 (SB281). This was a full frontal assault of the 2nd Amendment rights of all Marylanders. SB281 limits magazine capacity, requires new bureaucracy when purchasing a handgun, and requires registration of newly regulated firearms.

As your delegate, I will work to repeal as much of this legislation as possible. I will sponsor legislation to protect your rights including “Shall Issue Concealed Carry Permit” policies.[1][2]

Elections for the office of Maryland House of Delegates will take place in 2014. A primary election took place June 24, 2014. The general election will take place on November 4, 2014. The signature-filing deadline for candidates wishing to run in this election was February 25, 2014. Bob Bowie, Jr., Pete Definbaugh and Norman Gifford, Jr. were unopposed in the Democratic primary, while incumbents Rick Impallaria, Pat McDonough and Kathy Szeliga defeated David Seman and Tina Sutherland in the Republican primary.[3][4]

Seman ran in the September 14 Republican primary against incumbents H. Wayne Norman, Jr. and Donna Stifler, Jason Gallion and Dave Tritt. The general election took place on November 2, 2010.[5]
