A Del Norte County 51st State of Jefferson State Split Question, Measure A ballot question was on the June 3, 2014 election ballot for voters in Del Norte County, California, where it was defeated.

Measure A was an advisory question asking voters if they supported Del Norte County in approving a declaration of support for a state split of California, forming a 51st state called Jefferson out of the northern-most counties in the state and, possibly, counties from the south of Oregon. The approval of Measure A would not have directly affected this split, but would have merely shown that the people of Del Norte County approved of the proposed Jefferson State. Measure A was put on the ballot through a county supervisor referral. Supervisors voted three against two to put the measure on the June election ballot.[1][2]

If this measure had been approved and a significant enough number of counties submitted resolutions requesting a state split, the proposal would still have required approval from state legislators and the U.S. Congress. Critics of the effort, as well as those who saw it as unfeasible, said it was unlikely that the state split would have been approved by state and federal lawmakers, as it would have further diffused the power of each individual by adding additional representatives from the new state. Ethan Rarick, director of the Robert T. Matsui Center for Politics and Public Service at the University of California, Berkeley, said, “There is no incentive. If you’re one of 100 senators you don’t want to become one of 102.”[3]

A similar question was before voters in Tehama County on the June 3 election ballot. It was approved.

A similar measure was also put on the ballot in Siskiyou County through an initiative petition, but it was defeated.

Tehama County was the fifth county to approve a resolution calling for a state split. Siskiyou County, Modoc County, Glenn County and Yuba County all approved such measures in the past.[4]

Ballot question

The question on the ballot:[5]

Should the Del Norte County Board of Supervisors adopt a Declaration of Support for the proposed separation from the State of California and formation of a new state?[6]

Impartial analysis

The office of the county counsel prepared the following impartial analysis of Measure A:[2]

Measure "A" is an advisory vote concerning the Del Norte County Board of Supervisors adoption of a declaration in support of the proposed separation from the State of California and formation of the State of Jefferson. Measure "A" allows the voters of Del Norte County to voice their general opinion regarding whether Del Norte County Board of Supervisors should adopt a declaration in support of the proposed separation from the State of California and the formation of the State of Jefferson. A yes vote means you support the Del Norte County Board of Supervisors' adoption of the Declaration of Support. A no vote means you do not support the Del Norte County Board of Supervisors' adoption of the Declaration of Support.

Section 9603, subdivision (c) of the Elections Code, governing the purpose and effect of such an advisory vote, states:

"... 'advisory vote' means ad indication of general voter opinion regarding the ballot proposal. The results of the advisory vote will in no manner be controlling on the sponsoring legislative body."

The opinion expressed through the vote on this advisory Measure, while of interest to the Del Norte County Board of Supervisors, is not in any manner legally controlling on the Board of Supervisors decision whether or not to support the declaration. The vote is not binding, but serves merely to help the County gauge public support for the idea. The Del Norte County Board of Supervisors may take whatever action it desires, or no action, regardless of the vote. [6]
