Quinn was born in Baton Rouge, Louisiana and grew up in India until he and his family return to the United States settling in Washington in 1999.
Following the September 11th terrorist attacks, Quinn joined the United States Army. He served for nine years including tours in Operation Noble Eagle and Operation Iraqi Freedom.
