There were two seats on the school board up for election on September 17, 2013. Incumbents Dorothy Williams and Ronnie L. Treat filed for and won re-election in Zones 1 and 4, respectively. Williams ran unopposed, but Treat faced challenger Vincent P. Myrick, whom the incumbent defeated in the district's first contested race since 2011.[2]

Pulaski County outperformed the rest of Arkansas in terms of its poverty rate, median rates of average household income and higher education achievement in 2011. The poverty rate in Pulaski County was 16.7% compared to 18.4% for the entire state. The median household income in Pulaski County was $45,897 compared to $40,149 for the state of Arkansas. The US Census also found that 31.3% of Pulaski County residents aged 25 years and older attained a Bachelor's degree compared to 19.6% in Arkansas.[3]
