This measure sought to increase the current library levy by a rate of $1 per $1,000 of assessed value for a period of five years in order to further pay for library maintenance and operational costs in the city.[2]

The question on the ballot:

Shall the limitation on the amount of taxes which may be imposed for library purposes upon taxable property in the City of Eastpointe, County of Macomb, State of Michigan, be increased in an amount not to exceed 1.0 mill ($1.00 per $1,000 of taxable value) on the taxable value of all taxable property in the City of Eastpointe beginning with the 2012 levy, for a period of 5 years, in order to provide funds for the operation and maintenance of the City’s public library known as the Eastpointe Memorial Library? If approved and levied in its entirety, this millage would raise an estimated additional amount of $464,503.00 for the Library in 2012.[3]
