Per the House Rules, committees of the Florida House of Representatives are assigned by the Speaker of the House.[1] Standing committees are assigned before each regular session and shall expire on August 1 of odd-numbered years or, at the adjournment of a special or extended session.[2] The Speaker shall appoint the chair, vice-chair and co-chairs of all standing committees and subcommittees. After the Speaker has appointed the committee and subcommittee members, the Minority Leader can name a Minority Conference member or ranking member of any committee, subject to the approval of the Speaker.[1] The Speaker can appoint the Speaker Pro Tempore or the Majority Leader to serve as an ex officio voting member on any committee or subcommittee.[3] A majority makes up a committee's quorum, but ex officio members are not counted for purposes of determining a quorum.
