Lee was born in Seattle, Washington. He holds a B.A. from Bowdoin College and a J.D. from the University of California, Berkeley. His professional experience includes working as the Managing Attorney for the San Francisco Asian Law Caucus and holding several positions within the city government of San Francisco, including City Administrator, Director of the Department of Public Works, Director of the City Purchasing Department, Director of the Human Rights Commission, Whistleblower Ordinance Investigator and Deputy Director of Employment Relations.
