The first measure sought to amend the budget procedure rules, the second sought to amend the date that the budget must be adopted, the third sought to make it so that the council cannot transfer budget money from one department to another, the fourth sought to change rules for money deposits to coincide with state laws and the fifth sought to eliminate yearly audits and allow for annual financial reports for all departments.
Text of measure
The question on the ballot:
|Charter Amendment 1: Shall the Farmington City Charter, Section 8.2, involving budget procedures, be amended removing the requirement that the budget include proposed expenditures for the former municipal court, which no longer exists; removing the requirement that the budget include proposed expenditures and anticipated revenue for the partial period from July 1 to March 1, while leaving in place the requirement that the budget still cover the entire fiscal year as required by law; and removing the limitation that the budget include an estimate of anticipated revenues only from sources “other than taxes,” thus requiring the estimate to also include taxes?|
