The Florida Responsibility for Paying Costs for Water Pollution Amendment, also known as Amendment 5, was an initiated constitutional amendment in Florida which was approved on the ballot on November 5, 1996.
This amendment modified Article II of the Florida Constitution to state that Everglades polluters are primarily responsible for paying pollution reduction costs.

|| The Constitution currently provides the authority for the abatement of water pollution. This proposal adds a provision to provide that those in the Everglades Agricultural Area who cause water pollution within the Everglades Protection Area or the Everglades Agricultural Area shall be primarily responsible for paying the costs of the abatement of that pollution.
