Frank Caron recall, Rio Linda-Elverta Water District, California (2012)
The paperwork to initiate the recall was filed by Vivien Spicer Johnson. She is also a member of the board of the Rio Linda-Elverta Water District. In the paperwork that was filed, it is alleged that Caron "has interfered with the proper operation of the district, offended residents upset about a recent rate hike and treated Spicer Johnson and her ally on the board, Cathy Hood, with disrespect, among other things."
Path to the ballot
The recall petition was approved for circulation on October 11, 2011. The petitioners had 90 days to collect the signatures of 2,034 signatures (25% of registered voters in the district). If enough signatures had been collected collected, a recall election would be have been held in June 2012.  The recall effort failed to gather enough signatures to force a recall election.
