Fraley served as County Commissioner of Franklin County from 1969 to 1982. He then served as County Executive from 1990 to 1994. In 1997 Fraley joined the Tennessee State House of Representatives.
Fraley has worked as a farmer and Engineering Manager/Consultant. He served in the United States Air Force in Korea from 1951 to 1953. He then worked as a Junior High School Teacher from 1955 to 1956. From 1958 to 1990, he was an Associate Engineer and Metallurgical Engineer at Arnold Air Force Base.
Fraley attended Management Training at the University of Alabama. He went on to receive his B.S. from Middle Tennessee State University in 1955.

Fraley ran for re-election to the 39th District seat in 2010. He was unopposed in the August 5 primary. He was defeated by Republican David Alexander in the general election on November 2, 2010.
