Manns won both parties' primaries on May 17. He received 81.5 percent in the Democratic primary and 83.6 percent of the vote in the Republican primary. He was elected after running unopposed on November 8.

Manns earned his undergraduate degree from Shippensburg State College. He has also completed the Magisterial District Judge certification course.
Manns has worked at the Chambersburg Police Department from 1976 until his retirement in 2004.
