He served in the New York State Assembly, representing District 72 from 2011 to 2013.
Linares served on the New York City Council from 1992 to 2001. He later became the Commissioner of the Mayor's Office of Immigrant Affairs. He has worked as a school teacher and served on a local school board before being appointed by President Clinton as the chair of the White House Initiative for Educational Excellence for Hispanic Americans.
Linares earned his B.S. and his M.S. from City College. He holds a professional diploma in administration and supervision from Fordham University and his doctorate in education from Teachers College, Columbia University. He is married and has two children and a granddaughter.

Linares ran in the 2010 election for New York State Assembly District 72. He defeated four candidates in the September 14 Democratic primary. Linares went on to defeat Dan Russo (R) in the general election on November 2.
