Impact of redistricting

The Hawaii Reapportionment Commission approved a new redistricting plan on March 8, 2012 after its first plan was struck down by the Hawaii Supreme Court. The first map partially excluded non-residents, but the final maps took it further, excluding 100,000 more. With this, a Senate seat moved from Oahu to the Big Island. A federal panel refused to issue a preliminary injunction of the revised maps on May 22, 2012; the suit argued that non-resident military members and students should have all been included, but the judges ruled that even though the lawsuit could continue, the elections would have to as well due to a lack of time to come up with an alternative plan.[3]

Qualifications

From Article III, Section 7 of the Hawaii Constitution: No person shall be eligible to serve as a member of the house of representatives unless the person has been a resident of the State for not less than three years, has attained the age of majority and is, prior to filing nomination papers and thereafter continues to be, a qualified voter of the representative district from which the person seeks to be elected; except that in the year of the first general election following reapportionment, but prior to the primary election, an incumbent representative may move to a new district without being disqualified from completing the remainder of the incumbent representative's term.
