Illinois Gov. Quinn proposes citizen initiative changes
SPRINGFIELD, Illinois: Late last month, Gov. Pat Quinn issued his second veto after he added a provision to a bill that would allow voters to file petitions related to ethical conduct and campaign finance reform with the Illinois General Assembly for a vote. According to the revised bill, citizens would have to collect 100,000 signatures for their proposal to be drafted into a bill and proposed to the state legislature. The legislature would then be required to vote on the proposal. If the legislature fails to approve the proposal, it would go on the ballot as an advisory question.
