Impact of redistricting

See also: Redistricting in Iowa

Compared with other states, Iowa features a uniquely nonpartisan approach to redrawing legislative districts. The Iowa Legislative Services Agency uses computer software to generate a proposed redistricting map, disregarding all factors except population. Although the legislature must still approve the final maps, lawmakers are not permitted to revise a plan until two previous plans have been rejected. In 2011, lawmakers approved the first plan submitted by the Agency.

Due to population shifts, the legislative plan drew a number of incumbents into neighboring districts where they face other sitting legislators. The Senate plan involved seven of these matchups, including one Democratic pairing, two bi-partisan matchups, and three Republican pairings. Notably, the plan drew Senate President John Kibbie (D) and incumbent David Johnson (R) into the same district. The House plan included one bi-partisan matchup, three Democratic pairings, and 9 Republican pairings. The plan also left 14 of the state's 100 House districts without an incumbent. Some incumbents retired or re-located to avoid facing a fellow party member or entrenched incumbent.

Majority control

Chamber control

Speaker of the House Kraig Paulsen (R) said he expects Republicans to retain their majority, bolstered by "talented candidates."[1]Kevin McCarthy (D) said it was "pretty epic" that there are 20 Republican primaries and pointed to this as a sign that Democrats have a chance to regain control of the chamber. Democrats will need to flip 11 seats to take control of the House.[2]
