The question on the ballot:

Shall the Jackson Area Transportation Authority be authorized to levy for a period for five years (2013-2017 inclusive) for the purpose of providing public transportation services 1.000 mills on each dollar ($1.00 per $1,000.00) of taxable value as finally equalized.[3]
