Gowans joined the Utah State House of Representatives in 1993. He served in that position until 2011, spending time as Minority Whip.
Gowans was the Acting Superintendent of Schools for the Tooele District from 1986 to 1987. He then worked for Settlement Canyon Irrigation Company from 1990 to 19992. He is currently a rancher.
Gowans earned his B.S. in Education from Utah State University. He then attended Graduate Work at the University of Utah, the University of California, and Brigham Young University.
