O'Rourke earned his B.A. in Political Science from the University of Connecticut. His professional experience includes working as the Development Director of The Connection Incorporated and Legislative Director for the Connecticut Public Interest Research Group from 1985 to 1988.

Negligent homicide charge
In April 2009, it was announced that Connecticut police wanted to charge O'Rourke with criminally negligent homicide in connection with the January 2009 death of Carol Sinisgalli. Sinisgalli, an employee of the state Department of Motor Vehicles, died of exposure in Rocky Hill on January 21.
Criminally negligent homicide is a misdemeanor. If convicted, it is punishable by up to one year in jail and/or a fine of up to $2,000.
O'Rourke was the last known person to have seen Sinisgalli alive. He told police that the night the death occurred he was trying to provide Sinisgalli with a ride home from a Cromwell bar, that she got into his car uninvited at the bar, and that she jumped out of his car later on in the area between Dividend Road and Rachel Drive in Rocky Hill.
O'Rourke and his wife, Kimberly, have three children.
