Clark was a member of the Delaware Public Service Commission, the state body charged with regulating the state's utility companies, from 2005 until his judicial appointment. He was appointed to the position by former Governor Ruth Ann Minner (D) in November 2005.

His term expired in May 2014, but he continued to serve at the pleasure of Governor Jack Markell.
