Joseph Baker (b. March 14, 1959) was a Republican member of the Vermont House of Representatives, representing Rutland-1-2.

Baker served on the Town of West Rutland, Vermont, Select Board from 1989 to 1998. During this time, he was Chair of the West Rutland Board of Civil Authority as well. He joined the Vermont State House of Representatives in 1997. He has served in that position since, representing the Rutland-1-2 District.

Baker was a Machinist for GH Grimm Company from 1978 to 1980. He then served in the United States Navy as a Metrologist from 1980 to 1984. From 1985 to 2002, he was a Metrologist for General Electric Aircraft Engines from 1985 to 2002.

Baker received his diploma from Proctor High School in 1978.
