What was the decision in the case of California State University, Fresno Assn., Inc. v. Superior Court in California?

In 2001 California's Fifth District Court of Appeal ruled that the Fresno Association, Inc., acting on behalf of the California State University, was not a public body, and therefore not subject to the public records request filed under suit by The McClatchy Company. This case established a precedent that nongovernmental auxiliary associations that act on behalf of public institutions are not themselves public bodies and therefore are not subject to public records requests.[10]

Who sponsored HB 477 in the Utah 2011 session? What did the bill do? What is it's current status?

HB 477, or "Government Records Amendments," was a bill designed to limit public access to governmental records. It was sponsored by chief sponsor John Dougall of the State of Utah House of Representative and by Lyle Hillyard on the Senate floor. The bill was signed in to law by the State Governor Gary R. Herbert on March 8, 2011, effective July 1, 2011.[11] [12]

However, after pressure from the public, the law was repealed only two weeks later.[13]
