TOPEKA, Kansas: Article 2 of the Kansas Constitution establishes when the Legislature is to be in session. Specifically, Section 8 of Article 2 states that the Legislature is to convene on the second Monday of January of each year. In 2012, that date is January 9, where the lawmaking body could choose to consider ballot measures for the 2012 ballot that failed during 2011 session.
Some measures that failed during 2011 session include a health care amendment, a "right to life" amendment and a school finance measure.
A 2/3rds vote in both chambers of the Kansas State Legislature is required to refer a constitutional amendment to the ballot. Kansas is one of 17 states that requires this process.
