Kobylowski began his career as a bank analyst with The Federal Reserve Bank of New York. After earning his law degree he worked as counsel at Herrick, Feinstein, LLP, of Newark and New York, and was an associate at Connell, Foley and Geiser of Roseland. He joined the Department of Banking and Insurance as Chief of Staff in February 2010 and became Acting Director of Banking in October 2011.
