- State Senator Damon Thayer was the main sponsor of the measure.
- According to Thayer: "I don’t feel in recent years the treasurer’s office has performed a task requiring 30 employees and a three million dollars budget. I think it’s time to put this issue on the ballot and let the voters decide if they want to keep this office."

Path to the ballot
If 60% of the membership of each chamber of the Kentucky General Assembly approves, a proposed amendment goes on the ballot at the next general election during which members of the state legislature are up for election.
