Layton Freborg (b. May 13, 1933) is a former Republican member of the North Dakota State Senate, representing District 8 from 1984 to 2012. Freborg began his political experience by joining the Underwood School Board and eventually becoming president of the board. In 1973, Freborg became a Representative of the North Dakota House of Representatives, before which he served as a Chair. His service lasted until 1981.

Layton Freborg's professional experience involves general contracting, working in lumber retail, and becoming president of the 28-Country Western North Dakota Health Systems Agency.

Freborg's education consists of Attendance at Underwood High School.

Layton Freborg is involved in a number of organizations, including the Chamber of Commerce, the Farm Bureau, the Methodist Church, and the Underwood Civic Club.

The North Dakota Policy Council, a North Dakota-based nonprofit research organization which describes itself as "liberty-based", published the North Dakota Legislative Review, a comprehensive report on how state legislators voted during the 2011 legislative session. The scorecard seeks to show how North Dakota legislators voted on the principles the Council seeks to promote. The Council recorded and scored votes on both spending bills and policy bills, and awarded points accordingly. Policy issues voted upon included income tax cuts, pension reform, and government transparency. On spending legislation, the Council accorded a percentage score based on how much spending the legislator voted against. On policy legislation, scores range from the highest score (100%) to the lowest (0%). A higher score indicates that the legislator voted more in favor of the values supported by the Council.[4] Freborg received a score of 81.82% on policy legislation and voted against 10.10% of state spending. On policy, Freborg was ranked 9th and on spending was ranked 6th, out of 46 Senate members evaluated for the study.[5]

Layton Freborg was born on May 13, 1933 in Underwood, North Dakota, where he was raised throughout his life. Freborg is currently married to Delilah Freborg and has four children. He is a professed Methodist.
