Adams received his bachelor's degree from Liberty University. He later received his J.D. from the University of Richmond School of Law. Adams has been an adjunct professor and prosecutor. He is currently a partner at Adams, Elmore and Fisk, PLC.

Adams won election in the 2013 election for Virginia House of Delegates District 16. Adams defeated Kenneth L. Bowman in the June 11 Republican primary. He defeated Elizabeth Jones (D) in the general election on November 5, 2013.
